The Mandate
Reporting to senior HR leadership, the Director, Talent Acquisition will:

Architect and lead a multi-year TA strategy aligned with workforce transformation and DEI commitments

Modernize recruitment systems, processes, and performance metrics

Build and inspire a high-performing team known for service excellence and candidate care

Elevate the employer brand to position the organization as a local and global talent destination

Serve as a strategic advisor to executives on hiring trends, workforce planning, and talent pipelines

Ensure compliance with labor and equity regulations and recruitment best practices
What Success Looks Like (Year 1 Outcomes)

Strategic Talent Plan: Multi-year TA roadmap aligned to business transformation and workforce planning

Optimized Systems: Streamlined end-to-end hiring process and adoption of recruitment technology, including UKG

High-Performance Team: Unified and inspired team delivering consistent, high-quality hiring outcomes

Elevated Brand: An employer brand that resonates with top talent and reflects the organization’s purpose and culture

Inclusive Hiring Practices: Embedded DEI frameworks and compliance standards across the recruitment lifecycle

Data-Driven Insight: Real-time tracking and reporting of KPIs influencing executive decision-making
Ideal Profile
-
10+ years of progressive TA experience, including 5+ years leading teams
-
Proven success in complex environments—public sector, unionized, or high-volume operations strongly preferred

Strategic mindset with operational agility; able to drive transformation at scale

Experience in employer branding, recruitment marketing, workforce planning, and technology implementation

Deep understanding of labor laws, equity practices, and compliance in a Canadian context
-
Familiarity with ATS/HRIS systems; UKG experience is an asset
-
Demonstrated commitment to inclusive hiring and equitable talent pathways
-
Able to obtain and maintain a Transportation Security Clearance
